《广西招商引资激励办法实施细则》简介一、背景：在以习近平新时代中国特色社会主义思想为指导、全面落实“三大定位”新使命和“五个扎实”新要求的背景下，广西区政府十分重视并且着力于激励招商引资项目。招商引资（又称外来投资），指的是按照自治区招商引资统计制度或外商投资统计制度，从自治区外、国（境）外引进的各类直接投资，包括以货币、实物、技术等作为投资，但不包括国家政策性贷款和政府直接投资。二、目的：为了更好地扩大自治区对外开放的规模、加深对外开放的程度与深度，进而鼓励并促进外国投资者来区内投资。在引进国外先进的技术与管理经验的同时，提高引入的投资的质量与水平，从而推动区内新动能的培育与发展，为建设壮美广西与实现伟大复兴的梦想做出伟大贡献。三、内容：区政府招商引资在坚持科学激励、分类激励、分级激励的原则下进行。总体而言，区政府基于属地管理、分级考核的要求，根据考核的结果分别对设区市人民政府进行激励，对公务员集体和个人进行记功评选表彰；对招商引资项目和成功引进外来投资的招商引资中介机构，由各级财政按比例进行激励。该政策所面向的适用对象为：1.承担年度招商引资目标任务的全区各级政府、园区；2.招商引资贡献突出的集体和个人；3.招商引资项目：①重大招商引资项目；②经自治区科技主管部门认定的高新技术企业招商引资项目；③经自治区认定的总部企业招商引资项目；4.招商引资中介机构。针对以上适用对象，该政策从以下三个大方面分别制定详细的激励程序：1.招商引资目标绩效考核激励：自治区对各设区市招商引资工作实行专项考核，对符合考核结果的各设区市、对招商引资贡献突出的公务员集体和个人进行专项激励。此外，区政府对公务员集体和个人记功评选按照管理权限进行，具体包括每五年进行一次的定期激励与因符合规定而进行的及时激励。2.招商引资项目激励：针对重大招商引资项目、高新技术企业招商引资项目、总部企业招商引资项目、“瞪羚企业”招商引资项目和“独角兽企业”招商引资项目五大类，分别制定详细的激励认定、申报程序与奖励标准。3.中介机构激励：“招商引资中介机构”是指符合资格认定的且有正式登记注册手续，从事招商引资活动的法人和非法人机构，包括企业、商会、协会、专业机构、民办非企业单位和社会组织等（不含党政部门）。由自治区与设区市或设区市所属县（市）根据所引进的投资项目不同的类别与规模，对成功引进外来投资的招商引资中介机构给予档次不同的激励。该政策体现了一套全面且完善的招商引资激励的运行体系。除了建立有效的激励认定、兑现程序以外，政策还匹配了相应的问责机制。以审计机关、纪检监察机关、人民群众和新闻媒体作为主要的监督主体，对如何处理不正当手段甚至违法犯罪的问题进行了规定。IntroductiontotheInvestmentIncentivePolicyofGuangxiZhuangAutonomousRegionI.BackgroundUndertheguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra,andwiththecomprehensiveimplementationoftheNewMissionof“ThreeOrientations”andtheNewRequirementsof“FiveSolids”,theGovernmentofGuangxiZhuangAutonomousRegionstrivestoencourageinvestment.InvestmentherereferstoallkindsofdirectinvestmentsintroducedfromtheoutsideoftheregionalornationalborderandconfirmedbythedomesticorforeigninvestmentstatisticalsystemoftheAutonomousRegion.II.PurposeTobetterwidenanddeepentheopening-upscaleoftheAutonomousRegionsoastodrawmoreforeigninvestmentstotheRegion.TospurthebroodingandrearingoftheregionalNewDynamicsbyapplyingstricterquality-holdprocesswhenintroducingadvancedtechniquesandmanagementskillsfromabroad.TomakegreatcontributionstotheconstructionofSplendidGuangxiandeventuallytherealizationoftheGreatRejuvenation.III.OverviewTheimplementationoftheincentivepolicyfollowstheprinciplesof“scientific,classified,andstratifiedincentivization.”Generally,basedontherequirementsofterritorialadministrationandhierarchalassessment,theRegionalGovernmentwillincentivizeMunicipalGovernmentwithSubordinateDistrictsindividuallyaccordingtotheassessmentoutcome;appraise,elect,andcommendcollectiveorindividualcivilservant;andgrantagenciesthatsucceedindrawingdomesticorforeigninvestmentsincentivessubsidizedbyfinanceatalllevelsinproportion.Thispolicyshouldbeapplicableto:1.GovernmentsandParksatalllevelswithintheRegionthatundertaketheannualinvestment-drawingmission;2.CollectivesandIndividualsthatmakeoutstandingcontributionstotheinvestmentprojects;3.InvestmentProjects:①Majorinvestmentprojects;②High-techenterpriseinvestmentprojectsaffirmedbytheRegionalDepartmentofScienceandTechnology;③EnterpriseheadquartersinvestmentprojectsaffirmedbytheRegionalGovernment;4.Agenciesthatdrawinvestments.Accordingly,thePolicydevisesdetailedincentivizationproceduresdiscretelyinthefollowingthreemajoraspects:1.Incentivizationbasedontheinvestment-drawingperformanceassessment:TheRegionalGovernmentwillevaluatetheinvestment-drawingworkdonebyalltheMunicipalGovernmentswithSubordinateDistrictsspecificallyandincentivizeaccordingly.Moreover,theappraisalandelectionofthecollectiveorindividualcivilservantwillbedoneinaccordancewiththeadministrativehierarchy,whichspecificallyincludesaperiodicincentivizationeveryfiveyearandanimmediateincentivizationonacontingentbasis.2.Incentivizationgrantedtotheinvestmentprojects:Adetailedsetoftheapplication,affirmation,andincentivizationproceduresisdesigneddiscretelyaccordingtothethreecategoriesoftheinvestmentprojectsi.e.,MajorEnterprise,High-techEnterprise,EnterpriseHeadquarters.3.IncentivizationgrantedtotheAgency:Theinvestment-drawingagenciesrefertothequalifiedandregisteredlegalpersonsororganizations,includingcompanies,chambersofcommerce,guilds,professionalinstitutions,privateorganizations,andsocialgroupsetc.(PartyandGovernmentorganizationsexcluded),thatdevotetodrawinginvestments.TheRegionalorMunicipalGovernmentswillincentivizesuchagenciesonastratifiedbasisaccordingtothecategoryandscaleofthedrawninvestmentproject.Thepolicyconstitutesacomprehensiveandcompleteincentivesystem.Besidestheeffectiveincentiveaffirmationandrealizationprocedures,thecorrespondingaccountabilitymechanismalsocomplementsthepolicy,whichspecificallyaddresseshowtodealwithimpropermeansandevencrimes.Suchmechanisminvolvesauditinstitutions,disciplinaryinspectionandsupervisionorgans,themass,andthemediaasmajorsubjectsofsupervision.
