一、背景:

在以习近平新时代中国特色社会主义思想为指导、全面落实“三大定位”新使命和“五个扎实”新要求的背景下,广西区政府十分重视并且着力于激励招商引资项目。招商引资(又称外来投资),指的是按照自治区招商引资统计制度或外商投资统计制度,从自治区外、国(境)外引进的各类直接投资,包括以货币、实物、技术等作为投资,但不包括国家政策性贷款和政府直接投资。

二、目的:

为了更好地扩大自治区对外开放的规模、加深对外开放的程度与深度,进而鼓励并促进外国投资者来区内投资。在引进国外先进的技术与管理经验的同时,提高引入的投资的质量与水平,从而推动区内新动能的培育与发展,为建设壮美广西与实现伟大复兴的梦想做出伟大贡献。

三、内容:

区政府招商引资在坚持科学激励、分类激励、分级激励的原则下进行。总体而言,区政府基于属地管理、分级考核的要求,根据考核的结果分别对设区市人民政府进行激励,对公务员集体和个人进行记功评选表彰;对招商引资项目和成功引进外来投资的招商引资中介机构,由各级财政按比例进行激励。

该政策所面向的适用对象为:

1. 承担年度招商引资目标任务的全区各级政府、园区;

2. 招商引资贡献突出的集体和个人;

3. 招商引资项目:①重大招商引资项目;②经自治区科技主管部门认定的高新技术企业招商引资项目;③经自治区认定的总部企业招商引资项目;

4. 招商引资中介机构。

针对以上适用对象,该政策从以下三个大方面分别制定详细的激励程序:

1. 招商引资目标绩效考核激励:自治区对各设区市招商引资工作实行专项考核,对符合考核结果的各设区市、对招商引资贡献突出的公务员集体和个人进行专项激励。此外,区政府对公务员集体和个人记功评选按照管理权限进行,具体包括每五年进行一次的定期激励与因符合规定而进行的及时激励。

3. 中介机构激励:“招商引资中介机构”是指符合资格认定的且有正式登记注册手续,从事招商引资活动的法人和非法人机构,包括企业、商会、协会、专业机构、民办非企业单位和社会组织等(不含党政部门)。由自治区与设区市或设区市所属县(市)根据所引进的投资项目不同的类别与规模,对成功引进外来投资的招商引资中介机构给予档次不同的激励。

该政策体现了一套全面且完善的招商引资激励的运行体系。除了建立有效的激励认定、兑现程序以外,政策还匹配了相应的问责机制。以审计机关、纪检监察机关、人民群众和新闻媒体作为主要的监督主体,对如何处理不正当手段甚至违法犯罪的问题进行了规定。


Introduction to the Investment Incentive Policy of Guangxi Zhuang Autonomous Region

I. Background

Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and with the comprehensive implementation of the New Mission of “Three Orientations” and the New Requirements of “Five Solids”, the Government of Guangxi Zhuang Autonomous Region strives to encourage investment. Investment here refers to all kinds of direct investments introduced from the outside of the regional or national border and confirmed by the domestic or foreign investment statistical system of the Autonomous Region.

II. Purpose

To better widen and deepen the opening-up scale of the Autonomous Region so as to draw more foreign investments to the Region.

To spur the brooding and rearing of the regional New Dynamics by applying stricter quality-hold process when introducing advanced techniques and management skills from abroad.

To make great contributions to the construction of Splendid Guangxi and eventually the realization of the Great Rejuvenation.

III.  Overview

The implementation of the incentive policy follows the principles of “scientific, classified, and stratified incentivization.” Generally, based on the requirements of territorial administration and hierarchal assessment, the Regional Government will incentivize Municipal Government with Subordinate Districts individually according to the assessment outcome; appraise, elect, and commend collective or individual civil servant; and grant agencies that succeed in drawing domestic or foreign investments incentives subsidized by finance at all levels in proportion.

This policy should be applicable to:

1. Governments and Parks at all levels within the Region that undertake the annual investment-drawing mission;

2. Collectives and Individuals that make outstanding contributions to the investment projects;

3. Investment Projects:

① Major investment projects;

② High-tech enterprise investment projects affirmed by the Regional Department of Science and Technology;

③ Enterprise headquarters investment projects affirmed by the Regional Government;

4. Agencies that draw investments.

Accordingly, the Policy devises detailed incentivization procedures discretely in the following three major aspects:

1. Incentivization based on the investment-drawing performance assessment: The Regional Government will evaluate the investment-drawing work done by all the Municipal Governments with Subordinate Districts specifically and incentivize accordingly. Moreover, the appraisal and election of the collective or individual civil servant will be done in accordance with the administrative hierarchy, which specifically includes a periodic incentivization every five year and an immediate incentivization on a contingent basis.

2. Incentivization granted to the investment projects: A detailed set of the application, affirmation, and incentivization procedures is designed discretely according to the three categories of the investment projects i.e., Major Enterprise, High-tech Enterprise, Enterprise Headquarters.

3. Incentivization granted to the Agency: The investment-drawing agencies refer to the qualified and registered legal persons or organizations, including companies, chambers of commerce, guilds, professional institutions, private organizations, and social groups etc. (Party and Government organizations excluded), that devote to drawing investments. The Regional or Municipal Governments will incentivize such agencies on a stratified basis according to the category and scale of the drawn investment project.

The policy constitutes a comprehensive and complete incentive system. Besides the effective incentive affirmation and realization procedures, the corresponding accountability mechanism also complements the policy, which specifically addresses how to deal with improper means and even crimes. Such mechanism involves audit institutions, disciplinary inspection and supervision organs, the mass, and the media as major subjects of supervision.
